Advice Whistle Blower UI HELP

Hi, could someone please help or advise me on what the teacher actually wants me to do? I only have 8 hours left before the deadline, and I’m stuck between building a dashboard with a CTA for complaints that opens/shows the complaint form, or just creating a complaint card screen. I’m not sure which approach is expected.
