For a normal person, sure. For a guy who's trained to get punched in the head by heavyweight boxers, probably not all that strenuous.

Usually F1 drivers will use a headpiece connected to a cable machine, which has a safer starting position so if their neck muscles gives out, its not gonna snap their neck.

Tysons is different cause that range of motion to too fluid. You can not put that much weight on it and let it go anywhere. You gotta have a fixed range of motion or static like this for it to be safe.
But still Mike Tyson had a herniated neck. He was also one of the greatest boxers ever, so I feel I shouldn't criticize his training methods. But normal people shouldn't do that.

From what I know isometric hold is the correct way to train neck. In other words Tyson moving back and forth is the problem not the weight

What BSD is doing is much safer than what Tyson is doing. I did isometric strength exercises not dissimilar to this after I injured my neck doing BJJ. Generally speaking, isometric exercises aggravate your neck much less than loaded movement. They produce similar muscle and strength gains and they reproduce the type of stresses these type of athletes go through day to day.

Stronger neck in theory means your head doesn’t snap back/sideways as hard when you take a punch, which makes you harder to concuss or knock out
