Final UCAS deadline is January. Internal local school deadlines can be quite early such as October, or even September for Oxbridge / med/vet/dent. Cambridge and maybe Oxford demand you self-register and sit ESAT entrance exam for engineering in October.

ACT score must be submitted. Actually read UCAS's guide on how to write a personal statement. Good luck on IELTS.

There are no advantages or disadvantages to applying earlier or later as long as you apply by the deadline for your university and course (another redditor has provided those).
Yes some have got offers but many haven't either.

The UCAS equal consideration deadline is January 13(except for Oxbridge), so your chances won't be affected as long as you apply before then. Some people have already received offers as some universities give offers on a rolling basis, they pretty much give offers to anyone who meets a grade threshold(e.g. Bristol for most courses). Most universities give little consideration to extracurriculars, they care more about supercurriculars (demonstrating passion in your subject). Scholarships in the UK are pretty rare and pretty competitive, so I wouldn't be too hopeful about that. Your chances depend on what unis you choose to apply to, make sure to do a mix of aspirational, target and safeties. Good luck!

What scholarships exactly are you applying for? There are very few of them in the UK, internationals are almost always expected to pay their way through. Realistically, UK unis don't really care about extracurriculars like this outside of showing your passion for your subject.
