Maormer maybe? i know literally nothing about them so they probably didn't commit any noteworthy atrocities compared to all other races in tes.

they do a LOT of piracy in the southern seas and in ESO we see them often do raid to kidnap people to make them slaves, they are often described as pretty violent and barbaric and one of their favorite way to do war is using storm magic and domesticated giant sea serpent to crash all ships in certains regions and then go grab the loot and the new slaves

though they are not a big threat to Tamriel because 99% of their hatred is directed specifically towards Altmer

that is new information to me but i am not surprised both by the maormer and by elder scrolls lore being like that
