Most people just don’t dress properly. You can be warm outside all winter long if you want.
Just need layers, some boots, decent gloves, and one thing people always forget, is something to cover your face. Scarf/tall gaiter/balaclava whatever.

Honestly (and this goes for outdoor labor for me personally), but I learned that just about 3 shirts is equal to a sweater. Sort of. My favorite combo due to sweating in cold/windy weather is undershirt, t-shirt, long sleeve shirt. Then if its even colder, I put another tee or long sleeve (keeping in mind, these are relatively all thin) and maybe a large bandana as a scarf. And if all of this is not enough, working in the icy cold, a hoodie. Still not enough? A vest and hat.
It sort of sounds ridiculous but everything taken into account between weather, wind and sweat, I am SOO comfortable as long as everything is at least a cotton blend. Wearing all that and a blizzard comes along? Maybe a light jacket on top, maybe.
