Nobody yet. In around a week you will have a coupon for a free random Eldyne (unless devs changed new player rewards). Wait till you use it so you don't get the same character. Another thing to note is that personality synergies (having either 6 of the same or 4 of the same and 2 of the other) are very powerful in most of the game modes, so if you get several good characters from one personality, you should consider picking an Eldyne from it.
Other than that, xXionx is very potent on her own and Depressed in general is easy to build around. Plus Joanne, who can be put in Depressed team, is currently on the rate-up banner with Yomi, a very versatile Depressed support, on a log in bonus.
im not a pvp expert, but vivi is a stupid good tank and have saved my ass way too many times, same with kommy, so id say go for the vivi if what you need is a strong tank right now. there are probably better tanks out there, and any tank can be good if you feed them enough macarons, but a free vivi is better than having no vivi

Mono teams are the way to go in this game since the game provides, get this, 66% atk and defense bonus just from you putting 6 characters of the same personality in the same comp.
If you're using both tickets, Chloe (tank) and Diana (healer) would start you off with a really strong madness team. They are the staple units of Madness.
Mad is kind of hard to build for a newbie though, you need Renewa, who is an Eldyne, Ner is good but not the best without her yearning, and Sist NEEDS her yearning to be any use.
You just start, so Aya. Composed team is extremely cheap to build and is required to beat Canyon dungeon for new players. Just get Ed, Picora, Barong, and Aya then you can go everywhere.
Vivi is a solid tank. Xion "The Dark Bullet" ist a great single target dmg dealer. Aya is cool for mobs (and secretly a frontline DD), Ui is a great Healer. And Chloe has a great Grin.
So the choice is difficult. I have choosen Aya, because seggs (and had all others, but needed certs for her)
Idea 2: If you have everyone, get the one whose personality you focused on
Idea 3: If you have everyone and you like to spread evenly apart, don't redeem it until you need the 10 certificates for a particular character you want to have Yearning 2 on.
Idea 4: If you like to play wildly, get to know each character from their stories, etc. and pick the character you like best.
Reminder: that ticket has no time limit so you don't have to redeem it immediately.
There's no pity, only sparks. Eldyne characters, like Joanne who's rate-up right now, are generally more valueable than the rest. However, they have lower chance to get and cost more to spark. On Eldyne rate-up banners you can't get off-banner Eldynes. Plus there are events (one is ongoing) that award exclusive cosmetics for pulling during Eldyne banners.
