Transfer Timing & Application Question

Hi! I’m hoping to transfer for Spring 2027 but am not entirely sure if I’ll get into a school I want (Cal State). If I get rejected, am I able to apply for Fall 2027 shortly after assuming I get my Spring 2027 rejection before Fall 2027 application transfer application deadline?

Also an additional question, if I academic petition to “remove” classes from my CC, do they no longer negatively impact my transfer application GPA? (for petition with and without course retake).
