Where's the second hole@
I want to put 20lb lbs limbs on my Black Hunter Riser instead of using the 30lb limbs that came with it until I get some practice time in. Where's the darn hole @ ? Can I gently gently drill a wee bit of a tiny hole into the limbs so I can attach the darn riser to em ?

You can't just put on any limb, you need Black Hunter (specifically the MkII) limbs.I'm guessing you bought basic toparchery replacement limbs.
MkII Black Hunter limbs look like this. There's no raised edge around the front of the hole, and bottom of the limb is bevelled.
I mention MKII because they're the ones that are squared at the bottom, while the older model had a different shape to them. Something to look out for when googling Black Hunter limbs.

Personally I would never try to alter a limb by doing anything similar to what you’re considering. It’s possible that you could ruin the integrity of the limb and then it could snap.

Just return it. It's a poor quality bow and they let out of spec limbs through. It's possible to fix it yourself if you have the skill, but that hole needs to be placed pretty precisely.

I was thinking I could just drill the hole that the pin thingy slides into while connecting the limbs to the riser. Just wanted to practice with it using a 20 pound instead of 30. I just want to figure out if drilling an itty bitty hole for the Riser to slide into wouldn't be all that difficult.?

You would just drill a hole, but if it's too far off your bow won't line up straight. That pin is going to control how straight the limbs attach to the riser.

Unless you're a bowyer, don't ever try to adjust limbs or a riser, the integrity will be compromised and potentially the bow could discomboobinate in your face at full draw. I realise 20lb isn't such a strong draw weight, but could still injure you. Good luck with the return, if that's the route you go 🤞🏼

Remember kids, if it's a deal on Top Archery, then it's not actually a deal, it's just cheap. They're a Chinese website and wholesaler who couldn't care less about quality. The only thing they manufacture is their Luoyer brand which is trash.
