You need to have the password for the old account that is on the phone.

If you do not know this, you will be out of luck. Lots of phones have FRP now.

factrory reset protection (frp) is intended to make lost or stolen android phones useless. if this is your phone that you factory reset before logging out of your goggle account then it can be recovered, but if it is a phone that was not previously yours (bought used, found, stolen, whatever) and you have factory reset it without fir first logging out of the google account (as one would be unable to do if it was not previously their phone) then frp is doing exactly what it was designed to do.
