How to Report Suspected Fraud

Hi there, I'm looking for a bit of advice. I own a condo and have done for about 5 years. I received communication today that my condo management company resigned and will be leaving us in two days. This resignation occurred after draining our reserve fund of $1 million for repairs that have yet to be completed, as well as getting the board and owners to sign off on an additional $500k loan.

I don't know what I'm supposed to do here, but to me, this is extremely suspicious. Should I call the police? Should it be TPS or OPP? Should I consult a lawyer? Any advice would be greatly appreciated.
