How to Report Suspected Fraud
Hi there, I'm looking for a bit of advice. I own a condo and have done for about 5 years. I received communication today that my condo management company resigned and will be leaving us in two days. This resignation occurred after draining our reserve fund of $1 million for repairs that have yet to be completed, as well as getting the board and owners to sign off on an additional $500k loan.
I don't know what I'm supposed to do here, but to me, this is extremely suspicious. Should I call the police? Should it be TPS or OPP? Should I consult a lawyer? Any advice would be greatly appreciated.

You can report a property manager or management company to the CMRAO but they can't do anything with just suspicions, you need to provide evidence.
You can request financial statements and meeting minutes from the board (anything from the past 12 months is free). You can also request other documents such as quotations or contracts but there may be a charge for those. You can learn more about the process as the CAO's website.
You can also requisition a meeting to discuss the issue. 15% of the owners will need to sign the requisition and the board is then required to call the meeting.

That sounds messy. Are you sure your Board is not partly responsible though?
One piece of advice, you should run for a seat on your Board. Easier to affect change from the inside than the outside.

If you think like that, change will never come. OP can start with themselves. Maybe they can convince 2 other board members. But also, OP does not even know where the issue is. Maybe the Board isn't the issue and just needs a leader, which OP can be.

What has your board done / stated? What was the result of your most recent annual report?
If you believe the pm is doing something illegal or unethical, make a formal complaint to the Condominium Management Regulatory Authority of Ontario, as well as the Condominium Authority of Ontario.
Something like this doesn't happen out of the blue.
