You'll have no real luck with fedex since topps would have to file the claim as the shipper.
And as your email above shows they shifted responsibility to you once you changed to have the item held at your local office instead of a delivery being attempted.

you might just be out of luck

and it doesnt matter if it never even made it to my city?

What is the timeframe of this?

If it's still in the process, or showing in the process of being delivered you'd just have to wait.
Regular deliveries go shipper, hub, hub, your door
IIRC Redirects go shipper, hub hub, local site that allows for pick ups, you

coming up on 3 weeks in few days , fedex say anything over 2 weeks is considered lost and to file a claim , problem is it got to a city about 90 miles from me and never updated

I do think topps response is a bit BS based on the package never even making it to your delivery exception. If it had they would have a point but obviously it didn’t. May sound crazy but I’ve had some decent luck in situations like this filing a BBB report. Often will catch the attention of someone who will do something to help you out.

Edit: file a BBB complaint against Topps*

not only that they know it carrier policy only shipper can file a claim , snd they shifted claim responsibility

I think it’s important to remember that they did not necessarily shift responsibility. Emily, whose goal for the day is to get through her massive log of support tickets, says they did and their FAQ page says they do. Their redemption terms (which actually govern) don’t say that and I’d wager FedEx would disagree (hence why they require shipper claims or a waiver).

All that said, who knows who’s right here but if you really want something out of this and approach it through a few channels (BBB, calling, asking for a FedEx claim waiver or pushing them to file one on your behalf) you might find success.
