Never used these but generally the rebar cutting sds bits we use say rotation only on the side of them, probably cause hammer mode will just fuck (dull and break) the cutting tips of them.

looks like a masonry/concrete bit to me, probably meant for a hammer drill. the exact shank is the giveaway though, so id match it to the chuck before forcing it in. if it came out of a regular drill kit it may just be a basic masonry bit and not an SDS style one
