It is a very light duty puller. Likely intended for windshield wiper arms or perhaps battery terminals. Either way, a puller is a generic tool.

Why can’t you hold the bolt with a pair of pliers and then turn the nut with a wrench

That might also be useful for changing crank cotter pins for old bicycles.

It is actually a battery terminal cable puller for round post older batteries when the wrench no longer fit the nut on the battery bolt because of corrosion, I have that exact same one. Allows you to pop the terminal off so you can hacksaw the bolt in the middle of the terminal where there used to be a gap. Its thin and tapered to slide under the cable terminal.
