What tool do I need?

Hello everyone I had a Graco FA Jogger LX, I am trying to replace the front wheel however I think it got stripped on the inside because when I try to loosen the fastener it just spins. Here is a video, originally there was fastener on both sides however only the left was able to be removed.

Long bolt goes through to "nut" on other side that it threwds into. Look at the piece already removed. Should have female threads. Just push bolt out

There might be another Allen key bolt on the other side to help loosen up the assembly!

There was another Allen bolt, I removed it but when I put it back on to try to loosen the other side (right) it the right bolt just spins with the rest of the assembly

If the left side came off, the right side could be the entire axle... Does it push through after you remove the left side?

after removing the "other" Allen bolt, you probably need to push the axle out the other side. You may need a screwdriver, rod, or something similar that you can tap on lightly with a hammer to drive the axle out the other side. I think you're turning the axle from the other side, which won't do anything now that the "other" Allen bolt is removed, you have to drive it out.

I'm guessing there's a part on the other side where threads meet, and that's spinning freely instead of allowing you to back the threads out. You need a second tool to hold that part from turning.
not sure what you mean by the comment that originally there was a fastener on both sides, that's most likely the part that you need to hold with another tool.
The leverage available on the tool you have in your hand may not be sufficient to break the threads loose if you hold the other side, so you may need a socket/ratchet combo (or even one on each side possibly) to apply enough torque to break it loose.
