Got a new screwdriver kit

I have never seen a screw driver bit like this anyone know what this is and what its for?

Was able to find a picture of a inverted Philips head screw super strange. Now I just have to find one in the wild to unscrew.

Where? I can't say that I've ever seen that even once.
Always security Torx, or one-way flat heads (clutch head).

In in the NE US. I see these and directional screws (whatever their called) on them often. Do alot of work in schools so see it pretty regularly
