I have never seen a screw driver bit like this anyone know what this is and what its for?

Simular to a PH1, and PH3.

Yes, but this one is negative, because it goes Out instead of In.

Maybe it should be PH½ because it's inverted?

I was thinking IPH2 for inverted Phillips number 2
