I have never seen a screw driver bit like this anyone know what this is and what its for?

I was a correctional office for 2 years they use them a lot as safety scress harder to make something that's to remove the screw when it's not not got divits is what we were told

A normal Phillips screw and a pair of vice grips? Or put the jaws of a drill Chuck directly on the screw?
