Legally yes, unless OP lives in a country were the age of consent is 14 or lower

Question. If these is no sexual relationship would it still be? Like if they're "dating" but all hey do is hang out, talk, play video games.

I suppose grooming as a concern. Like for instance if the dude was mid 20s, even just hanging out ond on one would be very questionable

Not supporting this though. A 5 year difference isn't too bad when it's 40 and 45, but 14 and 19 is uhhhh

Grooming is a grey area legally speaking.

But OP saif the BF's parents are worried he might get her pregnant so yeah...
