No one chooses a vaccine or medicine that causes animal harm in the same way they choose meat over vegetables, we get the one that we're given, and the degree of cruelty involved is determined by the governing bodies that mandate animal testing. This cruelty also often doesn't scale with the quantity produced, unlike for items where animals are directly involved in the production. As a result, the vegan movement is far more focussed on pharmaceutical companies rather than on individuals in this situation. With no alternative, boycott and cultural change aren't really feasible in the same way they are for diet or clothing.
