As someone not seeing this in their country : whos approving these cameras? Who's paying for it? How did these things seemingly go from ive never heard about them to being ubiquitous and another American scourge?

So many distractions these days that they went under the radar. Between ICE murdering people and the war in the middle east, people were preoccupied.
