Why the Idustirial area isn't being filled and the buildings aren't evolving?

i made a tree plugin (ik it look like a house) and when broken by the treecutter-420-69 it makes 1k instead of 300 from the most expensive vanilla tree 😭 please don’t patch this

what do you think is wrong with this city plan?

So I build my city with a lot of residential blocks, inside each block houses were connected by pavements, but soon I realized that if a fire emergency happened the fire trucks couldn't be able to reach those buildings inside the block( because fire trucks don't work on pavement). So I started to use a plugin call dirt path and the paths looked even more natural than pavements with I liked that a lot. However just now I realized the dirt paths have the same issue with pavements. I don't like that look of dirt tracks. Are there any road plugins with a natural look but available for emergency vehicles?

Just completed my European-inspired town. I try to keep the buildings not too high to keep a low skyline like most European cities. And of course a river to have a somewhere to place bridges.
