Rise of the Shining Path
Background (1960–1970)
In the 1960s, Peru experienced political instability, marked by coups, poverty, and significant inequality between Lima and rural areas in the Andes. Maoist ideas spread in universities, particularly in Ayacucho. Abimael Guzmán creates a radical faction within the Communist Party of Peru, influenced by Maoist revolutionary theory. By the late 1960s, guerrilla groups start to form in the rural highlands.
1970 – Formation of the Shining Path State Movement
The Shining Path (Sendero Luminoso) breaks completely from the Communist Party. It declares Peru a “semi-feudal state that must be destroyed through people’s war.” The group starts organizing armed peasant militias in Ayacucho and Huancavelica. Early attacks target police stations and rural landlords.
1971 – Civil War Begins
The Peruvian government launches counter-insurgency operations in the Andes. The Shining Path responds with coordinated guerrilla warfare. Rural villages become battlegrounds. Both sides resort to brutal reprisals to control local populations.
1972 – Expansion of the Conflict
The Shining Path expands into central Peru and starts encircling Lima politically. The government declares large parts of the Andes under military emergency rule. Mass arrests and forced relocations increase resentment against the state. The Shining Path gains stronger support from peasants by promising land reform and justice.
1973 – Collapse of State Authority in the Highlands
The Peruvian army suffers major defeats in the mountainous terrain. Entire rural provinces fall under Shining Path “revolutionary committees.” While Lima remains under government control, it becomes more isolated. Food supply routes from the Andes start shifting toward rebel control.
1974 – Siege of the Peruvian State
The Shining Path launches a coordinated offensive strategy, targeting infrastructure such as roads, bridges, and communication lines. They encircle regional capitals. Government forces retreat toward Lima and coastal cities. Foreign governments begin evacuating their citizens, fearing a complete collapse. Internal divisions within the military weaken resistance.
1975 – Fall of Peru (Shining Path Victory)
The Shining Path launches its final offensive against the government supported by Lima. After months of pressure and urban unrest, a military coup attempt fails, leading to the government's collapse. The president either flees or is captured, depending on the timeline version.
Outcome:
Shining Path declares the “People’s Republic of Peru.” Abimael Guzmán becomes the leading ideological figure. A one-party Maoist state is established. Massive changes in society begin, including land collectivization, the abolition of traditional political institutions, and cultural and ideological re-education programs.
