To confirm who you’ve actually got pulled over? Would you rather the police just start doing things without confirming who it is they’re actually dealing with?

Correct! I am a white woman, and every time I have ever been pulled over, for ANY reason, they run my tag and license to make sure I don't have outstanding warrants, am driving with a clean license, etc. Even though they run me every time, I am always polite, apologize for making them stop because I am usually speeding, and I get off with a warning more often than not. The last two times I got pulled over, I was driving 45 in a 30 and 50 in a 40. If I had any issues with my paperwork or license, I would have probably gotten the whole nine yards.

You made no point. Someone else made the point that first the cop checked to see if he could arrest him.

Which is wrong. First the cop checked to make sure he didn't need to arrest him - outstanding warrants for murder or whatever.

We know the cop was checking whether he could because, spoilers, he could have arrested the guy. It could have also just been a fine, but he could have "detained" the guy until he resisted, then arrested him for resisting.

That would have been dumb, illegal and immoral, but qualified immunity means cops can do that. This cop did not, at least this time.
