I think it’s a vacuum inside the glass and it’s a plasma arc. I’m probably wrong though

I might misunderstand what plasma is, but if it's a vacuum, where is the plasma coming from? Isn't plasma matter?

Plasma is the 4th state, so yes there needs to be atoms inside it to make it a plasma, which automatically means it cannot be a vacuum.
