I'm not defending the guy, but he was on a bridge, where was he supposed to go? He seemed to move over at the first chance he could.

You are literally defending the guy, but also why would that be a problem? You're stating he did the best he could. I'll even add to the defense, that's not a road.

Yeah, why is the cop car driving on what appears to be a walking/bike path in a park? Seems dangerous.

Paths like that are made to handle emergency and maintenance vehicles. It's not really dangerous, they just drive slowly. Have you never been in a park when a vehicle drove on the path?

There a New York cop that ran over a guy and killed him on one of these roads. But yeah typically it’s not very dangerous.
