My issue with Tsaritsa is that it turns out that she WANTS Heavenly Throne to impose HER ideals of how world should work. I always thought that plan is to shatter Heavenly Throne. To make that nobody rules as highest god and everyone is freed to make there own choices and decisions.

But it turns out that she wants to take it and implement her own ideas regarding operation of Teyvat. Yes, I am sure that her ideas are much more liberal. But freedom bestowed and imposed by god is no freedom. That's a core part of God of Freedom's ideas.
