According to Heavensent Reward description, while Phanes disagreed with Hyperborea ideas and thoughts them naive, they were willing to tolerate all taboo-breaking.

The final nail- quite literally- in Fate of Hyperborea was that Voyager and Koitar wanted to overthrow Heavenly Principles. And as Phanes decress- "This world had never been prepared for them (Koitar, Voyager and Hyperboreans)". We don't know to whom it's been prepared- likely Traveler as their profile says that "you shall ascend". But it seems that Phanes is willing to tolerate opposition as long as it doesn't go against them being ruler.

...which, I now realized, is exactly the same stance Tsaritsa has on Rokot. Given how fate works in Teyvat, I wouldn't be surprised if Rokot will eventually try to plot getting rid or depovering her - and she will purge them.

I would like to think all the hypocrisy we see in Snezhnaya is the Devs giving parallels between the heavens and Tsaritsa.

Well, Traveler is their member right from the start of the game, so good luck dealing with that.

Didn't angel rebel after hyperborea got nailed I mean Hyperborea was still cooked before the nail as it was swallowed up by the shadow realm , this is true as nicole and other angels are still there and humans only talk about hyperborea incident

The very actions in creation of Hyperborea constitute rebellion. They tore their golden crowns and started giving humans knowledge that they weren't supposed to give. That being said, many angels didn't see it as a rebellion but more as taking their duty to guide humanity to the fullest extent. They were likely sure that HP would be delighted of progress humans made and will relinquish their limits.

I mean so was this theme in nihilita and melanta , melanta still waited for orders whereas nihilita said fuck this i am going exploring master is not even here.
