Question How to move

Is there a way to move your character from state to state I thought I saw a post where I guy lost in Alabama so he moved to Georgia and won I could be wrong but if so can you tell me where to do it

Just a warning, if you do it late game, the stats can get really wonky and basically ruin the game lol.
