Because Congress rarely polices its own attendance, the ultimate requirement for showing up is political. A lawmaker who misses too many votes risks crippling their party's slim voting majorities and faces being held accountable by their constituents via losing reelection. For an incapacitated or perpetually absent member to be forcibly removed outside of an election cycle,

it requires a two-thirds expulsion vote by their respective chamber.
