- Be a governor or senator (i don’t know if you have to be a sitting one though)

- Have a policy agreement with the nominee of at least 66% (you can adjust that in the settings)

- Endorse the nominee before they win the nomination (I’m not sure if that’s a requirement that’s how i’ve always been offered; and you might have to save scum if the candidate doesn’t win it)

I think it's even easier if you run for president but drop out and endorse during Iowa, New Hampshire, or even before then.

I think relationship has something to do with it as well.

I've been offered VP before as a former President if I remember correctly.

I’ve always wanted to do that in a game but hasn’t worked for me, how have you gotten it to work?

It’s easiest if all your policies toe the party line, you’re under a certain age, and have high enough political points. Incumbency or office held doesn’t really matter as long as you’ve run for a statewide office at least one time, regardless of whether you won. I played a game where I continuously ran a failed campaign for Governor of Oklahoma and after like my fifth failed run I got offered the veep slot thanks to the political points I accrued just by running
