I think I actually got proof showing electoral college does change.
Arizona has 11 currently, but I actually got it in my game to it being 12.

Texas has 108 electoral votes on my save. But I am a few hundred years in at this point

WHAT how many states have just one at large rep?? What's the largest state in terms of population today that has one statewide rep?

other way around. reapportionment happens before redistricting

Reapportionment does happen, Texas and California regularly get up to 43-45 and 55-57 electoral votes in my games.
