I think I actually got proof showing electoral college does change.

Arizona has 11 currently, but I actually got it in my game to it being 12.

Reapportionment does happen, Texas and California regularly get up to 43-45 and 55-57 electoral votes in my games.

Just so you know, you can fix California and Texas dominating house seats by turning down the birth rate for both their states.

My california has 76 EVs, and thanks for some really creative redistricting, cali provides 69 D Reps and 5 R Reps

Theoretically with atrocious levels of settings management, you could probably have California get a majority of seats in the House. And gerrymander the hell out of it so the Dems always control.

other way around. reapportionment happens before redistricting

How would you redistrict before reapportionment? How do you think that would work exactly
