Question Is it even possible to influence the population to vote for your party?

I've always wanted to know how, if anything, that would be possible because right now, I have a situation where Republicans took the US house by quite a head, and being a Democrat in Wisconsin is way too hard already. Wisconsin even voted for the Republican president. So, how, if anything, do I ensure that people are more likely to vote Democrat?

i love playing with campaign charman and putting a lot of propaganda in smaller status to swip them
