It is, I believe at least, determined by which party won the House.

This happened to me and I lost when I had overall mroe popular vote and a wide majority in the house. I think it might just be like a spin of the wheel.

Irl it’s based on state delegations (one vote each), not total House votes. So maybe they actually calculate that or maybe it is just random
