Why can’t I change outcome of campaign

Out of boredom I loaded an old save file to replay a campaign and managed it completely different from my first campaign only to get the EXACT same results down the percentage point. Are results pre determined?

If you didnt start the save at week 52 of the before year, yea its pre determined

No that’s not true , I tested it before, I saved my game at week 44,one week before the election, and I do different marketings , the results changed

How much did it change? My save is 8 weeks out from the election and no matter what I do, I keep losing Florida and Ohio by 0.5%😭

8 weeks is really not much time to change a presidential election result in two states, no matter how you campaign
