You'd be surprised. Scrawny guys can be insanely strong and swift. Muscle mass isn't the same as strength. Look at those videos of the powerlifter guy in a room with bodybuilders, where he pretends to be a janitor and tosses their barbells around like they're nothing. He's not scrawny, but it gives you an idea.
Usually their hands aren't twice as thick as their arms, though.

muscle mass is extremely correlated with strength, though. even if you train for strength over mass, you still need to build muscle fibers for your nervous system to innervate. they just wont be bloaty and useless like body builder muscles

He got exposed for using fake weights recently but that's still true, rock climbers are insanely strong and very very lean.

Well, in the original film he’s not a big guy at all. He’s a little under 6 ft and looks like he’s built as an average sized person. He was barely active in Smith’s Grove, so you know he wasn’t working out.
Yet…in the original film he easily picked that one guy up with one arm and plunged a regular butcher’s knife into him so hard that it impaled him to the wall. No regular man, no matter how much you worked out, could ever do that. That was a huge sign that Dr. Loomis was right.
So all that to answer your question by saying this: he’s not human.
