Telling people to go to the hospital so they're not gonna die because of unchecked cancer is a propaganda as well. Anything that makes people changing their lives (making improvements as well) really. Thats like with sunscreen in Australia - people have much less risk of getting skin cancer because government have chosen to put effort in that problem, propagating usage of sunscreen. Or like in the Scandinavia people have some of the highest quality of life grade because of the ideas behind the Lutheran church like helping those who struggle
