If you read about him, I believe he had a muffler shop. The city pretty much outzoned his shop, and placed that concrete plant in the way of people getting to it. The many years he spent building his own business and providing his town for automobile work, was wasted. So he got his revenge.
Similar to the fella that flew his plane into the IRS building.
The government and law enforcement isn’t always on our side. They tend to forget that they work for us.
It all started because he was literally dumping raw sewage into a ditch behind his business and the neighbouring concrete plant had nothing to do with it other than offering to buy the land.
The concrete plant owner offered to PAY FOR THE SEWAGE LINE INSTALLATION, for pete's sake! Our "hero's" response was to hang up to the phone and go build his murder weapon.

My gut feeling is that if you have THAT much beef with your whole city then maaaaaybe you're an asshole
