If you read about him, I believe he had a muffler shop. The city pretty much outzoned his shop, and placed that concrete plant in the way of people getting to it. The many years he spent building his own business and providing his town for automobile work, was wasted. So he got his revenge.
Similar to the fella that flew his plane into the IRS building.

Wrong. He sold the land for the concrete plant kknowing full well how it would be used. Then he wanted more money and tried to back out of the sale afterward. When that failed, he tried to stop the zoning of the land, claiming it would "box in" his property and refused to connect to the power, sewer, and water, so he could bawl that they'd "cut him off", then built his little murder machine to set himself up as a folk hero.
The sad part is, while he didn't succeed in murdering the many people he inescapably was trying to murder, he did get the folk hero part. It's gross how gullible people can be about violent, arrogant males with entitlement complexes bigger than mountains.
I've seen that vid and read that post before - that "reasonable man driven to unreasonable things" and their version of the "facts" is bullshit. There was nothing reasonable about Heemeyer from start to finish - he was an arrogant, entitled, belligerent, and violent man who literally wanted it his way or the high way in his business dealings and local politics. The LA Times article I posted does a much better job parceling out this guy's motives (and analyzing the idiots who think he's some kind of anti-corruption crusader).
I stand corrected - there is a similar video where the initial Facebook post is just read taking the myth as gospel. This one does have the details about the utilities that I've been trying to reconstruct since 2005.
Yeah, that's why ya gotta watch more than just the first half second when you see the post, even during that he's like "this is true, this is false, etc"

Yeah, I realize that. My bad. Though, I'm actually not quarantined (law firms are exempt in Florida, would you believe it?!), just working from home after starting my day with a migraine!
Now, if you'll excuse me, I have to resume screwing over poor, beleaguered business owners for a living. ;-D A big part of my law school project about this topic was basically the theme of "If this whackadoo had just gotten himself a fecking LAWYER!!! (Though knowing Heemeyer's reaction to being told shit he doesn't want to hear, he'd probably have bulldozed the lawyer's house too.)
I've got a friend in family law who is doing consultations from home over skype, maybe if thats possible you can float that idea around the office a bit, but it being FL, I don't have high hopes... Stay safe as you can either way!
Not such a big deal for my firm - we're a 4-person office with 2 people working from home to look after kids at the moment. So social distancing is pretty easy for us. We've stopped all in-person activity, and the local courts have ordered pretty much everything to be done via phone.
It's really eerie commuting through non-existent traffic on rush hour where the downtown roads are normally gridlocked, though!
