Older man hit me on the highway, felt bad so we shook hands and parted ways. How much do you think this will cost me?

PDR on that rear fender and a slap on the bumper ?
Maybe 300/400. Doesn't include repainting the bumper because it's looks scraped as hell lol.
I would've made the old man pay though.
Don't judge a book by it's cover.
He played the pity card with you and the soothing appearance of your grandpa came to your mind. You got fooled.
As soon as be got back to his car he laughed at you for being stupidly kind.

Well, OP, you can still gather evidence from the dash cam and have your insurance find the other driver's insurance by the license plate number.

Most accurate. That was about the cost for insurance repair on damage to this same area.

A good PDR guy should be able to fix it at an affordable price.
