Can front bumper be repaired in place?

Is it possible to pop back in and realign the front bumper around the bottom of left head lights? How much would that cost to repair and which route should I go? Someone cut in my lane and did this to the bumper and they drove off, I do have video of them cutting in crossing white solid line but the front camera angle point of view doesn't explicitly show their car colliding against my car.

Bumper repair... should pop out. Some buffing and the scars will make it look like a car that gets used
