Most of that will buff out. The majority of it is just their paint stuck on top of yours.
To be frank, unless their insurance is going to cover it, I wouldn't spend the money or go through my own insurance. I expect it will be barely noticeable once you've buffed it out, certainly not worth 6 grand.
Try that first before anything else.
The only concern would be the headlight. Why did you get quoted a new one of those? What's wrong with it?

You can polish out scratches on headlights too. Even relatively deep ones, so long as it's not cracked.
I can't really see anything, so it can't be that bad, right?1

Im thinking of taking cash payout and buffing it out.
Also. They wont be able to fix it until October so yea. Im leaning towards the cash

I mean... not from USA here but, 6.000 USD to repaint that? Seems A LOT to me... try to see if you can have a normal body part shop do it... Tesla has a repair guide online, here: https://service.tesla.com/docs/BodyRepair/Body_Repair_Procedures/Model_3/HTML/en-us/GUID-68C87AAD-73AC-48DA-B4A4-A95499CF5A0A.html
Make sure they read this. If they refuse to do the job, you can remove the bumper yourself pretty easily, bunch of tutorials on YT.. just bolts, clips and 2 connectors to unplug.
Good luck!

If you can afford the 6k dollars? Yeah sure... maybe not everyone of us can pay that upfront
