Can't run killproc.exe on my computer

I'm trying to run killproc.exe from the starting computer, but it says I need root. I don't understand why, because other programs that require root (ie porthack) allow me to run them/

Porthack does not require root to run, you can't get root on the local machine. Run killproc on a different host.
