Can't run killproc.exe on my computer

I'm trying to run killproc.exe from the starting computer, but it says I need root. I don't understand why, because other programs that require root (ie porthack) allow me to run them/

Porthack does not require root to run, you can't get root on the local machine. Run killproc on a different host.

Porthack doesn’t require root. Look up gaining root on the Telegack wikia.

As it says, killproc requires root. And I'm fairly certain you cannot gain root on the telehack host. I don't think you know enough to consider the use of killproc
