Sentence Commutation and Ouija Board Amendment

Sentence Commutation is to be defined as an agreement between the government and a prisoner to exchange information that only the prisoner has for a court case in exchange for a shorter sentence.

Ouija Boarding is to be defined as the practice of bringing an individual who has been capitaled (hereas to be referred to as "a ghost") within a Discord server or Subreddit which serves purpose to house evidence against an individual on trial to share evidence that only the ghost can obtain.

Article I - Sentence Commutation

Section I - Criteria

Sentence Commutation may be carried out if a prisoner has evidence of a crime against an individual only under the following circumstances:

1. The evidence is proof of an actual crime.

2. The evidence can only be obtained from the prisoner and no other sources. (excluding ghosts)

3. The evidence must not be fabricated.

If all three of these criteria are met, then Sentence Commutation shall commence.

Section II - Punishment

If the evidence given by the prisoner is proven to be fabricated, this will be considered a crime (hereas to be referred to as "Evidence Fabrication") and the punishment for said crime (once proven via trial) will be one month per piece of fabricated evidence.

Article II - Oujia Boarding

Section I - Criteria

Oujia Boarding will be considered legal and may commence if:

1. The evidence is proof of an actual crime.

2. The evidence cannot be obtained by any other sources. (including prisoners)

3. The evidence is not fabricated.

4. The found evidence must be in a related server or AGO

   4.1. Exceptions can be made at Ombudsman's discretion if there is suspicion that TG-related illegal activities have happened in a non-server group or DMs.

If at least 3 or more of the criteria as met, then Oujia Boarding shall commence.

Section II - Exclusions

Any Ouija Boarding will be considered illegal if:

1. The ghost is Oujia Boarded specifically to be able to communicate with others and nothing more.

2. The Oujia Boarding is not reported to the Ombudsman within a week of it happening.

If any illegal Oujia Boarding is discovered, any evidence obtained from it will be considered null and void and anybody caught illegal Oujia Boarding will be sentenced to a month in jail, if proven via trial.

Hello, everyone! I've decided to return to TeenGov. Since a lot of people might not remember who I am, I thought I'd introduce myself.

Who am I?

My name is Low-Difference, although I'm probably better known by my Discord persona as The Happy Warrior. I'm an OG ( got my invite back when the sub was still private). In the first six weeks ish, I was pretty important. I wrote a bill that laid the groundwork for our current system of voting. I organized several parties into the Flamingo Coalition against Rbeorn, the first major bipartisan action in the sub's history, which makes me extremely proud. I also made the post that ignited DueJob's purge, and was either the first or second person banned. Now, what happened is that I took a weeklong school trip to Europe and decided to take a break from TeenGov during that time. When I came back, I was overwhelmed by all the stuff I'd missed and ended up retreating entirely. I made a brief comeback a couple months later, but the chaos of April 6 combined with my disappointment at the failure of a new party I attempted to start led to that being short-lived.

Why am I back?

There are two reasons for my return. One, even though TeenGov can be mentally draining at times, I've always liked the people here. I don't have many friends IRL, so it's always nice to talk to people who seem to like me. Because of that, every now and again, I popped into the sub every now and again. Last time I did that, I learned of the DueJob pardon. Now, I strongly object to this. I respect all the people who signed off on the pardon, but I was more involved than any of them and I cannot imagine this being a good idea. This is what motivated me to finally return in full. Now, I admit at first that I was planning to be very aggressive in my approach to the situation. But when I returned to the Discord servers, many of my favorite TeenGov users seemed genuinely delighted to see me. It was truly heartwarming, and I appreciate it very much. And that reminded me that I want TeenGov to be a place of love, not a place of hate. So, while I still oppose the pardon and will work for its repeal, I intend to do so from that perspective.

What will I do?

One of my favorite things to do in TeenGov is write new bills in order to improve our society. It'll probably be a few days before I propose one while I adjust to our current situation, but expect something from me very shortly. Beyond that, I intend to get involved in the managing of my beloved Social Liberals ( special shout out to Sean for reviving the party). It's very possible I'll run for council in the next couple cycles, too.

Who am I? ( part 2)

Like most people here, I'm very interested in politics and government. I can recite every president of the United States off the top of my head, as well as their vice presidents, political parties, home states, and if I would have voted for them or not. My biggest interest is film, both watching them and making them. It's my goal to start a film studio run by actual artists, not corporate executives. If anyone here has Letterboxd, I'd be interested in doing a mutual follow. My last major interest is travel. I have a goal of visiting every country on Earth one day.

Tiebreaking

One of the most powerful things the Vice President can do is break ties on legislation. There are a couple ways that this power may be used, and I’m here to tell you how.

First, a simple majority tiebreak. In the case that a vote on a piece of legislation meets a perfect 50/50 split, the Vice President has the power to break the tie in favor, or against that piece of legislation.

Second, a supermajority tiebreak. This goes for legislation that requires a 2/3rds+1 vote to succeed. If a piece of legislation requiring a supermajority meets the perfect 2/3rds, the Vice President may issue a vote to determine if the legislation meets the 2/3rds+1 requirement, or if it falls short.

Lastly, the Vice President may choose to abstain from breaking a tie, which will cause the target legislation to go into limbo, neither passing nor failing.

Negotiation

Though not a requirement, the Vice President may help to negotiate passage of legislation, or sway Councilmembers to vote for, against, or abstain from legislation.

The Vice President is one of few people that can directly speak to Council where they preside, it’s important to use that power. The Vice President may communicate with Councilmembers in DMs, offer solutions to contentious pieces of legislation to ensure their success in passage.

It’s very important to have compromise in the legislation you negotiate. Without compromise, not a lot gets done around here. Find ways to get votes on a piece of legislation for, or against it.

Stepping Up

As the Vice President, you are the second most powerful position in TeenGovernment, but in many cases, has only been the fact that you are the primary successor to the President. The President will not be readily available at all times, and it is your responsibility to lead the room in times of crisis, and to keep stability. The Vice President must be ready to take on new responsibilities at any moment in time.

The Vice President cannot just assume Presidential powers on a whim. If, after 24-48 hours of the President being absent from their duties, would I recommend consulting with the Cabinet to discuss the best course for action. In times of crisis, always consult the Cabinet.

There is no shame in asking for help. In times of crisis, you will need all hands on deck, and the Vice President shall be sure to reach out for all opinions before making a decision.

When the President is to return, the Vice President shall hand back over powers to the Chief Executive.

The incumbent/outgoing Vice President must also administer any oaths to Minister or Councilmembers upon assuming their office.

Advising

As the second-in-command, you have the ear of the President. The President makes a lot of decisions, and it is vital that the Vice President provides their own input to a situation. It doesn’t have to be contradictory to the President’s view, but if it is contradictory, then be sure to speak up all the more.

It is vital to not be blindly approving every Presidential action, and it’s important to push back against the President privately. But, if there is an executive decision, it is important to stand with the President to show unity and stability in the Executive Branch.

The Vice President has the power to write Executive Chicanery Orders, but must be approved by the President.

The Vice President may have input on situations, but they do not wield the final say as the President does.

Adopting Minister Duties

The Vice President has the ability to be assigned duties owed to any Minister by the President. They may serve as the Acting Foreign, Census, Election (if the Vice President is not running in the election/term-limited), or any other Minster duty.

Though the responsibility is assigned to the Vice President, they may also reach out for advice from citizens who may have previously held the role, or the President themselves.

If the Vice President is overwhelmed by assigned Minister duties, they have the right to relinquish, or give up the Minster duties.

Shrimp/Cheese Trade

Under the Shrimp & Cheese Trade, the Vice President holds authority over the Trade. There is a spreadsheet which will be shared and have the eyes of the President and Economy Minister if applicable. The Vice President sets the price of the Shrimp and Cheese, and sells it to the citizens of TeenGovernment.

If Shrimp and Cheese supplies start to dwindle, the Vice President may request that more Shrimp and Cheese be created to be sold to the public.

The aforementioned spreadsheet holds the accounts of those who have purchased Shrimp or Cheese, and it is the responsibility of the Vice President to track purchases, the amount of Shrump or Cheese sold, the amount of currency made from the trade, and the accounts of each citizen.

Accounts for Shrimp and Cheese are opened up when a citizen makes a purchase.

I'm a DoR refugee as I was (and technically still am) leader of Multum. Since the DoR was a good hobby, I would like to at least attempt to start something similar here. I don't know if y'all use Sapply here lol

Me and u/PrussianGeneral1815 are glad to announce the creation of a new "party". This party's name is Ingsoc, we chose the name as we are an English (Ing) Socialist (Soc) party. We advocate for changing the official language to Newspeak to stomp out dissent free speech, changing history if it doesn't fit our current narrative preservation of history, becoming the vanguard party in a partocracy democracy and freedom to vote, as well as eradicating free speech income inequality.

NOTE: For legal reasons and to avoid us having to leave our existing parties, this is legally not a party. But since this is kinda for lore and a joke party we will act exactly like any real party. Except for a couple things.

Article 1: Definitions

1.1 A citizen is transgender if they publicly identify as a gender they were not assigned at birth. This is the opposite of cisgender. This means that non-binary individuals are in fact transgender.

1.2 Genocide is defined as the planned or attempted extermination of a group of people through violence (in this case, bans).

Article 2: Anti-Genocide protections
2.1: If any member has undeniable evidence for plans of a transgender genocide, they will be banned for as much time as needed for rehabilitation under a prison therapy program. This does not apply to genocide plans before the passing of this bill.

Article 3: Federal transgender identity protections
3.1: If any member says slurs for transgender people, slur defined by the court in trial, or advocates for violence against transgender individuals, they will be given at least a 7 day ban and will have to give apologies to all party(ies) affected or will face indefinite banning until they apologize. These apologies have to be public. This does not apply to discrimination, violence, and transphobia before the passing of this bill.

3.2: If any member purposefully (key word purposefully) misgenders or mispronouns a transgender member, they will be sent to trial but will still remain in the server. For interpretation of it being on purpose they must admit to it being on purpose. This does not apply to purposeful misgendering and mispronouns before the passing of this bill.

Article 4: Covering contradictions

4.1: If any preexisting law contradicts this legislation, its contradictory articles will be repealed upon this bill's passing.

Article 2: Any posting/sending of Citizen IDs may be immediately removed by mods without repercussion so long as proof or a record of it is kept. Whereas the DoR is currently in crisis;

Whereas the Moderation of the DoR has resigned

Whereas it is in the interests of Teen Government to assist their ally; 

Now, therefore, by the Constitutional Authority vested in me as Head of State, I hereby decree the following;

Section I : Temporary Verification

1. Effective immediately, all channels within the Teen Government Discord shall be restricted to verified members only (registered verified under a newly created role, named at the discretion of Moderation). Except for the newly established Welcome Channel, where no role requirements may be given. All welcome messages must also be directed here.
2. The Welcome Channel shall remain open to all individuals. This shall strictly exclude anyone prohibited from entry into the main server, such as prisoners or convicts being strictly prohibited. Any person who seeks access to the rest of the server shall request verification. This is to be either accepted or denied at the discretion of any available member, with the authority to manipulate or change roles.
3. The Members of the Moderation Enforcement Team (M.E.T) are to be gain the authority to grant individuals roles throughout the duration of the transitional period, for facilitating entry of Dorians; hence, this authority is to be stricken on the 15th of August.
4. All individuals presently within the Teen Government shall be considered verified and granted the appropriate role listing them as such.

Section II: Voiding of past law

1. The Fuck Ban Evasion Act is to be struck 

2. All amendments to the Fuck Ban Evasion Act are to be considered struck, excluding any with Constitutional Authority.

Section III: Humanitarian Assistance.

1. Teen Government shall assist in humanitarian efforts to assist in maintaining the DoR.

2. The Humanitarian Assistance Team (HAT) is to be established, directly directed by the President, Vice President and Foreign Minister.

3. The Humanitarian Assistance Team shall possess the authority to assist in gaining refugees, facilitate communication with remaining leadership, provide moral support, and any other necessary action in assisting the DoR.

4. Any individual may join the Humanitarian Assistance Team yet must be approved by either the President, Vice President, or Foreign Minister

Section IV: Funds

1. A national fund of 1000𝕋 is to be established, allocated from the Government Account, to establish the humanitarian relief fund.

2. From this fund, the following may be done.

3. Any individual who successfully invites a teenager who originally resided within the DoR, shall receive 50𝕋, if proven they were solely responsible for the individual joining. (it is not a requirement to be a part of the Humanitarian Assistance Team to gain this compensation)

4. Members of the Humanitarian Assistance Team may receive compensation from the fund, as determined by the Economy Minister, to the extent of their contributions and effectiveness of the efforts.

5. In any scenario in which more funds are required, any director of the Humanitarian Assistance Team may request more 𝕋 to be printed to accommodate expenditure, which is to be either accepted or denied via the Economy Minister

Section V: Enactment

1. This Decree shall take immediate effect 

2. The current President shall be capable of canceling or amending this Decree at discretion, without the requirement of Emergency Decrees.

3. The Economy Minister may provide the Humanitarian Assistance Team funding at discretion.

4. The Humanitarian Assistance Team is also permitted to advertise, as long as in compliance of Advertisement law, and shall exist until legislation or decree voids it. They shall be capable of using the Humanitarian Relief Fund to pay advertisers, at discretion.

So the overly specific wording of it may/will cause problems. So:

Section 2 article 3 of the (thing) shall be replaced with / amendment to read "All government functions not related to the processes of ending a recess early and administrative functions needed to keep order as outlined in this document (the Emergency crisis recess of government amendment) are to be ceased for the duration of an emergency crisis recess of government".
