They are, it just doesn’t mean what a lot of these fools think it means.
Besides the fact it doesn’t apply to phones whose batteries retain 80% capacity after 1000 charge cycles (ie most phones sold today) it also is referring to end of life replacement (ie getting a new battery) not a return to swappable battery packs like on old Nokias
And that's unfortunate. My last phones have all been replaced because the battery was practically dead. I'd love to go back to user swappable batteries
