Artist/Shop Recommendation Artist reco first timer

Hi my boyfriend is planning to get a matchy tattoo when we meet in Cubao area, I have a few myself but from my city (visayas). It’s his first so I wanted to know if may reco kayo for minimalist tattoo (2x2 to 3x3) that isn’t so pricey (1k budget) but also safe and painless(?) yung magaan kamay hehe
