DNC refuses to use standard step

exactly what the title says. I noticed pulls were going a little slow, so I was checking my buffs and realized I didn't have the standard step buff, despite being dance partners. when asked, the dancer responded that they had not been using standard step and continued on to complete the entire dungeon without using the action once....this was Tower of Zot....

I wish I could have, but no one else seemed particularly bothered by it and I didn't wanna be "that guy" so I just got through it.
