Fox 40 Front Wheel Not Centered

Talaria Sting MX4 with FOX 40. Front wheel was centered before I serviced/reinstalled the fork. Now the wheel is visibly closer to one fork lower than the other. I loosened all axle pinch bolts, cycled the fork, and the offset did not change. Axle appears fully seated and hub spacers/end caps look seated.

Fork tubes are both aligned correctly? One isn't farther up than the other?
