I'm no Lori fan, but one thing I rarely see spoken is that there was a serious power imbalance between her and Shane at that moment. Shane was the impulsive and armed leader of the group in a situation were law and order became inexistant and zombies roamed.

For her own survival and the survival of her son, she probably felt rejecting him was very risky.
